Newly-recruited computer staff salaries have stayed at around £18,000 in the last five years, the Association of Technology Staffing Companies (ATSC) said.
The study also shows the salaries of managers have gone up by 20 per cent during the same period.
ATSC chief Ann Swain said: "It is like removing the bottom rung from the career ladder."
The report also said few UK firms have relocated IT support staff back home despite concerns over security and customer service levels.
A knock-on effect could be a lack of candidates for managerial jobs in the UK, it has been suggested.
ATSC was formed in 1999 to promote the role and value of IT and telecommunications industry.
