During the three months to the end of September, 23,136 applications to build homes were submitted - the equivalent of a four per cent increase on data from the same period last year.
The figures were produced by the National House-Building Association and its chief executive Imitaz Farookhi stated that the increase suggests the market is beginning to recover.
He stated: "The sector has weathered the traditionally slow summer period, but we must now see out the autumn and hope that this confidence extends to the end of the year."
The increase was especially pronounced in the north-east, where the number of new properties being built jumped 149 per cent.
Earlier this week, CB Richard Ellis statistics indicated that office property in central London is becoming more popular with investors, as the amount of available space is falling.
