Speaking at a town hall event hosted by LinkedIn, he said that the region never "fully healed" from the crisis in 2007 and that governments are still struggling.
The premier said Europe had also failed to deal with the issues surrounding the banking system.
"They're going through a financial crisis that's scaring the world and they're trying to take responsible actions but those actions haven't been quite as quick as they need to be.
Yesterday (September 27th), the S&P 500 closed at 1,162.95 but when it opened earlier today it was down, dropping to 1,136.91.
Over the last 52 weeks, the lowest level that the index has closed at was 1,119.46 in August when stock markets around the world declined.
